New South Wales (NSW) has officially announced the reopening of its international border from 1 November 2021. Fully vaccinated international arrivals will be exempt from mandatory hotel quarantine, marking a major milestone in Australia’s reopening plan.

Who Can Enter NSW Without Hotel Quarantine?
According to the NSW Government, international travelers will be allowed to enter NSW without hotel quarantine if they meet all of the following conditions:
Fully vaccinated with TGA-approved COVID-19 vaccines, including:
AstraZeneca, Pfizer, Moderna, and Johnson & Johnson
Provide a negative PCR COVID-19 test result prior to departure
Present valid proof of vaccination
Eligible travelers who meet these requirements will not be required to quarantine in a hotel upon arrival in NSW.
Travelers Who Are Not Fully Vaccinated
Passengers who are not fully vaccinated will still be required to undergo hotel quarantine. However:
NSW will offer only 210 quarantine spots per week
Entry for unvaccinated travelers will be highly limited
NSW Reopening Does Not Mean Australia Is Fully Open
While NSW has reopened its border, this does not mean Australia is open to all international visitors.
Prime Minister Scott Morrison stated that this arrangement is designed to:
Support the return of Australian citizens and permanent residents
Not to encourage international tourism at this stage
Currently, around 45,000 Australian citizens and permanent residents remain stranded overseas due to flight caps and limited quarantine capacity.
International Students and Tourists: No Official Approval Yet
At this time, the Australian Government has not approved entry for other visa holders, including:
Student visa holders
Visitor visa holders
Other temporary visa categories
Despite this, NSW’s reopening is seen as a positive signal that Australia’s strict border controls are gradually easing.

Open borders gradually
Prioritize countries with vaccination rates similar to Australia
Expand entry access step by step as conditions improve
International students and tourists are likely to be considered in later phases of the reopening plan.
