The ACT Government in Canberra has recently opened their 491 skilled temporary visa and 190 skilled permanent visa nominations to overseas applicants.<\/span><\/p>\n

This is good news, particularly for people who may have previously lived or studied in Canberra but have since returned home to their country.<\/span><\/p>\n

How it works<\/b><\/p>\n

If you want to apply for ACT nomination for the 491 or 190 visa you need to first meet some eligibility criteria.<\/span><\/p>\n

Eligibility<\/i><\/p>\n

You must meet the following conditions. You need to:<\/span><\/p>\n

    \n
  1. \u00a0 \u00a0 \u00a0 <\/span>have an occupation on the ACT Critical Skills List (and a positive skills assessment)<\/span><\/li>\n
  2. \u00a0 \u00a0 \u00a0 <\/span>have at least 3 years full time work experience in your nominated occupation<\/span><\/li>\n
  3. \u00a0 \u00a0 \u00a0 <\/span>research the ACT job market and believe that you can find a job in the ACT<\/span><\/li>\n
  4. \u00a0 \u00a0 \u00a0 <\/span>have proficient or superior English (IELTS of 7.0 or 8.0)<\/span><\/li>\n
  5. \u00a0 \u00a0 \u00a0 <\/span>be living overseas and not have lived in Australia for the past 1 year<\/span><\/li>\n<\/ol>\n

    For the 190 PR visa \u2013 the eligibility criteria are a bit harder, you also need:<\/span><\/p>\n

      \n
    1. \u00a0 \u00a0 \u00a0 <\/span>an ACT job offer in your nominated occupation and the job must be available to you for 2 years. The employer must be a medium to large Australian company (50+ employees) in Canberra. The employer must also show that the position cannot be filled locally.<\/span><\/li>\n<\/ol>\n

      Canberra Matrix points<\/i><\/strong><\/p>\n

      Once you pass the first hurdle \u2013 you can then start claiming Canberra Matrix points.<\/span><\/p>\n

      The Canberra Matrix is the points scoring system used to decide who should get a nomination. You can claim points based on things like your previous residency in the ACT, English ability, work experience, study in the ACT and qualification level.<\/span><\/p>\n

      The higher your points the higher chance you will receive a nomination!<\/span><\/p>\n

      The Matrix for offshore applicants is a little different compared to the onshore one.<\/span><\/p>\n

      For example, you can claim points for visiting Canberra for 7 days and you can claim 20 points if you have an ACT job offer.<\/span><\/p>\n

      Final verdict<\/b><\/p>\n

      It is great news that the ACT has opened its 491\/190 skilled program to offshore applicants. It demonstrates that the ACT is actively looking for skilled migrants to help boost our local economy.<\/span><\/p>\n

      Overall, the Canberra Matrix is harder for overseas applicants compared to Canberra residents. The requirement for 3 years work experience in the nominated occupation and a 2 year job offer may prove challenging for some.<\/span><\/p>\n

      Also the current minimum Matrix points to receive an offshore invitation is still quite high, for example:<\/span><\/p>\n

      Accountants:<\/span><\/p>\n

        \n
      • Oversea applicant: 85 (subclass 491) and 80 (subclass 190)<\/span><\/li>\n
      • Canberra resident: 100 (subclass 491) and 110 (subclass 190)<\/span><\/li>\n<\/ul>\n

        Software and applications programmers:<\/span><\/p>\n

        • Oversea applicant: 90 (subclass 491) and 80 (subclass 190)<\/span><\/li>\n
        • Canberra resident: 75 (subclass 491) and 100 (subclass 190)<\/span><\/li>\n<\/ul>\n

          \u00a0Despite these challenges, there were still good numbers of invitations issued recently. In January 2022, the ACT issued to overseas applicants:<\/span><\/p>\n

          • 25 invitations for the 190 visa<\/strong><\/li>\n
          • 81 invitations for 491 visa<\/strong><\/li>\n<\/ul>\n
